Located near the edge of the East High Street Historic District, this house most likely built around 1870 by John H. Ransom, who was a prominent businessman and politician in Mount Vernon's early history.  The windows are capped by arched hoodmolds, and the front facade is accented by a double-door entry.  The Colonial Revival portico and shingle siding are later additions.  The dormer windows may also be later additions to this home.
